Armed Forces (Jammu and Kashmir) Special Powers Act was enforced in the state of Jammu and Kashmir on 10th September 1990, looking at the internal disturbance caused due to rise in cases of Insurgency, killings, loot, demand of creating a separate nation and problems arising due to external disturbances like terrorism sponsored by ISI and other organization.
There have been many debates and protests in respect of revoking AFSPA from Jammu and Kashmir, but in reality, is be considered that enforcing AFSPA or declaring a state or a region under the list of Disturbed Areas happens when the State Authority finds it difficult to tackle the internal disturbance of the state. Revoking AFSPA means the army could not intervene in the regional problems in border states.

Even though there has been a reduction in the number of militancy and a bit of normalizing situation after the revocation of Article 370, this doesn’t imply that revoking AFSPA from J & K as of now would be a calculated decision. The recent Drone Strike in Kashmir, which was likely to be initiated by Islamabad and adding to it China, the close ally of Pakistan, which is seen as a supporting party of the Taliban in Afghanistan, can be a cause of turbulence in Jammu and Kashmir. In this hot spot situation, if the army control is removed from the state, then the working of the militants to disrupt the harmony of the state would become very simple, and tackling those situations would be complicated by the local authorities because the Armed Forces are trained for tackling such situations.
